Rachel Marie Mellon-Skemp disappeared from her home in Bollingbrook, Ill., on Jan. 31, 1996, at the age of 13.

She was last seen by her stepfather, Vincent Mellon, who claimed she went missing while he took the family dog for a walk.

Despite being a prime suspect, no one has been charged in connection with her disappearance.

Rachel's father, Jeff Skemp, has spent years coming to terms with the possibility that he may never see his daughter again.

Rachel would be 41 years old today.
